Requests the Judiciary prepare a master development plan to upgrade the South Kohala District Court complex in Waimea, located one hour from both Hilo and Kona.

Requires the plan to include a cost estimate for planning, design, and construction of the upgraded facility as a capital improvement project.

Cites facility inadequacies including insufficient seating capacity (forcing up to 50 people to wait outside), inadequate restroom facilities (one stall each), and lack of separate waiting areas for opposing parties in restraining order cases.

Notes the area's growing population has nearly doubled from 7,000 to 14,000 residents in 20 years and requires additional judicial resources including a District Court Judge and Circuit Court Judge.

Requires the Judiciary to submit a capital improvement project request to the Legislature no later than 20 days before the 2024 Regular Session convenes.
