Urges the Department of Health to conduct a feasibility study on authorizing reimbursement for telehealth services delivered via audio-only telephone communication.

Identifies that many Hawaii residents in rural and underprivileged communities lack adequate broadband coverage needed to access video-based telehealth services.

Notes that audio-only telephone telehealth proved effective during the COVID-19 pandemic and that the Centers for Medicare and Medicaid Services already authorize such coverage for mental health and substance abuse services.

Requires the Department of Health to report findings and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session.

Emphasizes ensuring equitable access to telephonic telehealth services across both private insurance and managed care plan patients.
