• Urges the Board of Education to adopt rules prohibiting possession, use, sale, or distribution of electronic smoking devices containing nicotine but not tobacco on school campuses and Department of Education premises

• Addresses gaps in existing Hawaii Administrative Rules (Title 8, Chapter 19) that define tobacco use prohibitions but may not cover nicotine-containing electronic smoking devices

• Notes that student tobacco use violations are classified as Class C offenses subject to disciplinary action under current rules

• Directs certified copies of the concurrent resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education
