Request the Legislative Reference Bureau to conduct an analysis on the scope of practice for advanced practice registered nurses and physician assistants in Hawaii.

Analyze whether scope of practice should be expanded in six specific areas: school-based health services, HIV medical care for minors, abortion care, controlled substance prescription records review, Clinical Laboratory Improvement Amendments waived tests, and medical aid in dying.

Include a comparative study examining how Hawaii's scope of practice regulations differ from other states for these two professions.

Require the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2024 Regular Session.

Transmit certified copies to the Legislative Reference Bureau, Hawaii Medical Board Chairperson, and State Board of Nursing Chairperson.
