Requests the Department of Health to convene a working group to review and update Hawaii Revised Statutes chapters related to mental health and involuntary transport, examination, hospitalization, and treatment, including assisted community treatment.

Working group must include the Director of Health, Attorney General, representatives from Adult Mental Health Division, Department of Public Safety, Judiciary, county Prosecutors' Offices, and legislative members from Senate Health and Human Services Committee and House Health and Homelessness Committee.

Working group is invited to include psychologists, social workers, psychiatrists, representatives from residential treatment programs, mental health advocacy groups, and other relevant experts.

Working group must submit a draft to the Legislative Reference Bureau by August 1, 2023, and submit final findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the 2024 Regular Session.

Department of Health is requested to assist in preparing the report upon the working group's request.
