Urges the City and County of Honolulu to exempt from real property tax all owners of residential units located within one-half mile of an active municipal solid waste landfill or construction and demolition landfill.

Urges the City and County of Honolulu to also exempt residential property owners outside the one-half mile radius but in neighborhoods deemed by the city to have been significantly impacted by active landfills.

Cites scientific evidence linking landfill proximity to negative health impacts including reduced lung function, asthma, paralysis, and lung cancer, and notes residents near the PVT Land Company landfill in Nanakuli have life expectancies 10 years below the state average.

Notes Act 73 (2020) established a one-half mile buffer zone for future landfill operations but did not address health impacts on residents from existing active landfills.

Directs transmission of the resolution to the Governor, Mayor of Honolulu, and each member of the Honolulu City Council.
