Urges the USDA Natural Resources Conservation Service to create an updated list of reasonable precautions landowners can take to prevent visible fugitive dust from vacant and undeveloped land from becoming airborne.

Requests the USDA specify best practical operations or treatments owners of vacant undeveloped land may implement to prevent visible fugitive dust from being discharged beyond their property lot line.

Asks the USDA to urge each owner of vacant, undeveloped land in Hawaii to submit a fugitive dust mitigation plan to the USDA Natural Resources Conservation Service.

Directs the USDA to review dust impact calculations during fallow periods of crop production and recommend best practices to minimize impacts to downwind communities.

Requests the USDA monitor fugitive dust across the State and directs transmission of certified copies to the U.S. Secretary of Agriculture and the Pacific Islands Area State Office.
