Urges the Department of Transportation to conduct a study to establish safe routes to school in Hawaii.

Identifies barriers to safe student transportation including lack of complete bike and pedestrian networks, complicated funding mechanisms, absence of a state safe routes to school plan, and insufficient coordination among state and county agencies.

Emphasizes that safe routes to school promote student health and safety, particularly in rural and low-income communities with higher rates of pedestrian and bicycle injuries.

Requires the Department of Transportation to submit study results, findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2024.

Directs certified copies to be sent to the Director of Transportation, Chairperson of the Board of Education, and Superintendent of Education.
