Urges the Hawaii Housing Finance and Development Corporation to promote supportive housing in the state's Low-Income Housing Tax Credit Program.

Requests amendments to the 2025-2026 Qualified Allocation Plan to facilitate supportive housing development by allowing developers to exert best efforts to restrict supportive housing units for special needs tenants during the committed affordability period.

Proposes allowing a vacant-unit rule that permits developers to rent supportive housing units to income-eligible tenants after making reasonable attempts to rent to special needs tenants.

Cites studies from the Hawaii Pathways Project and City and County of Honolulu's Housing First Program demonstrating that supportive housing decreases emergency service use, lowers crime rates, and reduces costs on public systems.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Directors and Executive Director of the Hawaii Housing Finance and Development Corporation.
