Urges the University of Hawaii to establish a working group to develop a community-driven vision for strengthening the Center for Labor Education and Research at the University of Hawaii West Oahu.

Working group to be comprised of the University of Hawaii System President (or designee), one Labor Education Advisory Council member, Director of Labor and Industrial Relations (or designee), one House member, one Senate member, and two labor community members.

Center was originally established by Act 202 (1976) to provide labor education and training for workers and trade union leaders; later recodified under chapter 304A, Hawaii Revised Statutes in 2006.

Center is required by law to provide labor studies courses, labor education to the public, advise the Department of Education on labor-related programs, develop labor studies degree programs, and serve as the state clearinghouse for labor education matters.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
