Requests the State Auditor to conduct a comprehensive management audit of the Division of Boating and Ocean Recreation under the Department of Land and Natural Resources.

Audit to assess the Division's management of state-run boating facilities, maintenance and operational capabilities, and progress toward goals since the prior 2001 audit.

Audit to evaluate whether taxes and fees collected in small boat harbors are appropriately used solely for operation, maintenance, and improvement of those harbors.

Cites ongoing facility problems including unsafe conditions at Lahaina Harbor ferry pier creating rip currents and the Mala Boat Ramp being unusable during low tide due to sand accumulation.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
