Urges the United States Armed Forces to permanently cancel the Rim of the Pacific Exercise (RIMPAC), the world's largest international maritime warfare exercise held biannually in Hawaii since 1971.

Identifies concerns that military sea exercises damage corals and disrupt marine mammals' communication, hunting, and breeding through sonar-related injuries and deaths.

Cites increased risk of violence and sex trafficking against women and gender minorities due to heightened military personnel presence during the six-week exercise that brings over 25,000 additional military personnel from more than 20 countries.

Directs certified copies of the resolution be transmitted to the President, Secretary of Defense, Joint Chiefs of Staff Chair, and commanders of U.S. Army Pacific, Navy Pacific Fleet, Pacific Air Forces, Marine Corps Forces Pacific, and Coast Guard District Fourteen.
