Board of Education and Department of Education must jointly produce a report on increasing access to tutoring services in Hawaii's K-12 public schools.

Report must assess student access and equity regarding tutoring services, remaining COVID-19 relief funds available for tutoring, and methods to hire in-person tutors for on-campus sessions during school hours with virtual tutoring as backup.

Report must prioritize funding recommendations for Title I schools, schools in rural or remote areas, and schools experiencing academic distress, and address how other students with learning loss can access tutoring services.

Report must examine establishing a fund or reimbursement process for students to access private tutoring if their school does not offer on-campus or virtual programs.

Report must be submitted to the Legislature no later than twenty days before the 2024 Regular Session convenes.
