Urges the mayors and city/county councils of Honolulu, Maui, Hawaii, and Kauai to establish business improvement districts as special improvement districts within their respective counties.

Authorizes counties under Hawaii Revised Statutes section 46-80.5 to create special improvement districts for supplemental maintenance, security services, environmental restoration, natural resource management, natural hazard mitigation, climate change adaptation, and other community improvements.

Notes that existing business improvement districts in Hawaii include Chinatown (operating since 2010), Waikiki (established 2000), and Fort Street Mall (established 2002) on Oahu, plus districts in Hilo and Kailua-Kona on the Big Island.

Indicates that business improvement districts are funded by assessment fees from merchants and property owners, managed by public or nonprofit boards with local business representation, and provide services such as sanitation, security, capital improvements, and marketing to increase commercial property values and community vitality.

Requires certified copies of the resolution be sent to the mayors and council chairpersons of all four counties.
