Urges the Mayor of Honolulu, Honolulu City Council, and Honolulu Authority for Rapid Transportation to secure funding for the park-and-ride garage at Waiawa Station, which was deferred in the financial recovery plan approved by the Federal Transit Administration in September 2022.

The park-and-ride garage was originally designed to accommodate 1,600 vehicles and is considered critical for Central Oahu residents to access the Honolulu Rail Transit Project.

Urges the Department of Transportation Services to establish additional transit services between Central Oahu and Waiawa Station, including bus rapid transit lines to Mililani and Central Oahu as recommended by the 2019 Central Oahu Transportation Study.

Requests the Director of the Department of Transportation Services to submit a progress report on establishing additional transit services no later than twenty days before the 2024 Regular Session of the Legislature.

Directs transmission of certified copies to the Mayor, City Council members, Honolulu Authority for Rapid Transportation officials, Department of Transportation Services, Oahu Metropolitan Planning Organization, and four neighborhood boards in the Central Oahu area.
