Urges the Hawaii Housing Finance and Development Corporation to create a financial assistance program for private accessory dwelling unit (ADU) development using dollar-for-dollar matching up to a maximum of $50,000 per unit.

Recommends the program require ADUs be rented to participants of the Intermediate Housing Support (IHS) program for a minimum of two years.

Requests the State of Hawaii consider implementing a tax incentive, such as a tax holiday on rental income from ADUs during an initial affordable rental period.

Addresses Hawaii's critical housing shortage by promoting ADUs as a lower-cost alternative to traditional housing, with median single-family home prices at $1,000,000 and condominiums at $500,000.

Directs certified copies of the resolution be transmitted to the Hawaii Housing Finance and Development Corporation, the Hawaii Department of Taxation, the Governor, and members of the Hawaii Legislature.
