Urges the Board of Land and Natural Resources to establish a task force to prepare a feasibility plan for transitioning management of Makua Military Reservation from the U.S. Army to Hawaii upon expiration of General Lease No. S-3848 on August 16, 2029.

Task force shall comprise the Chairperson of the Board of Land and Natural Resources, a Board of Trustees member from the Office of Hawaiian Affairs, a House member, a Senate member, U.S. Army Pacific representative, representatives of evicted families, the Aha Moku Advisory Committee, three non-profit organization representatives, and a Native Hawaiian organization representative.

Task force is requested to negotiate with the U.S. Army regarding expedited valley return, cleanup of unexploded ordnance, and expanded cultural access opportunities.

Feasibility plan shall include recommendations for holding lands in the public land trust and transferring management to a sovereign Native Hawaiian entity upon its federal and state recognition.

Task force must submit findings, recommendations, and feasibility plan to the Legislature no later than twenty days before the 2024 Regular Session convening.
