Department of Taxation, in consultation with the Department of Hawaiian Home Lands, is urged to conduct a feasibility study on providing tax breaks to individuals who sell property to native Hawaiians on the Department of Hawaiian Home Lands waitlist.

Approximately 28,700 native Hawaiian applicants are currently on the Department of Hawaiian Home Lands homestead waitlist, with 15 percent of homeless individuals in 2022 reporting they were on this waitlist.

Native Hawaiians made up 44 percent of Hawaii's homeless population in 2022 and are disproportionately represented in the State's homeless population according to a 2017 U.S. Department of Housing and Urban Development report.

Department of Taxation must submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024.

Certified copies of the resolution must be transmitted to the Director of Taxation and Chairperson of the Hawaiian Homes Commission.
