Request audit of the process for issuing Notice of Default Judgments for traffic infractions involving the Honolulu Police Department, Department of Customer Services Motor Vehicle Division, and District Court of the First Circuit.

Address issue where vehicle transferors receive default judgments for traffic violations committed after they sold or transferred their vehicles to new owners.

Audit should identify cases where default judgments were issued to former owners who filed a Notice of Transfer, the time elapsed between judgment issuance and resolution, and the specific reasons each incorrect judgment was issued.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convening.

Identify procedural shortfalls in the vehicle transfer notification system between the DMV, police department, and district court that allow erroneous default judgments to be issued.
