Designates February 24, 2023, as "Remember Ukraine Day in Hawaii" to commemorate the anniversary of Russia's unprovoked invasion of Ukraine on February 24, 2022.

Expresses Hawaii's solidarity with Ukraine and condemns Russia's military aggression, including the targeting of noncombatants and destruction of civilian infrastructure.

States concern that a weak Western response to Russian aggression could encourage other authoritarian regimes, particularly regarding China's territorial ambitions toward Taiwan and potential conflicts in the Indo-Pacific region.

Frames the Ukraine conflict as a symbolic struggle between democracy and tyranny that affects global security and freedom-loving peoples.

Directs transmission of certified copies of the resolution to the President of the United States, President of Ukraine, U.S. Representative to the United Nations, U.S. Secretary of State, Governor of Hawaii, and the Hawaii Government Employees Association.
