Urges the Department of Transportation and Maui Metropolitan Planning Organization to restore the Lahaina Bypass Phase 1C project to the Statewide Transportation Improvement Program after it was removed in 2022.

Phase 1C would extend the Lahaina bypass from Keawe Street to Kaanapali to reduce traffic congestion impacts on West Maui residents and support tourism infrastructure.

Maui receives approximately 2.3 to 3.3 million visitors annually (25 percent of all state visitors), placing significant strain on existing transportation infrastructure.

The bypass extension is necessary to provide emergency access and medical care routes for West Maui residents and to support future development projects including a West Maui hospital and Department of Hawaiian Home Lands housing.

Requires certified copies of the resolution be transmitted to the Director of Transportation and Executive Director of the Maui Metropolitan Planning Organization.
