Requests the Hawaii State Energy Office to engage the United States Department of Energy to establish a permanent presence within the State of Hawaii.

Governor, Director of Business, Economic Development, and Tourism, and all state departments with energy-related duties are requested to support the Chief Energy Officer in this effort.

Requires the Hawaii State Energy Office to submit a report to the Legislature no later than twenty days before the 2024 Regular Session convening on the status of engagement and terms of any proposed agreement.

Directs certified copies be transmitted to the U.S. Secretary of Energy, Hawaii congressional delegation, Governor, Director of Business, Economic Development, and Tourism, and Chief Energy Officer.
