Requests Congress pass a joint resolution affirming the Equal Rights Amendment as the Twenty-eighth Amendment and calls on other states to pass similar resolutions.

Directs transmission of certified copies to the President, Vice President, Hawaii's congressional delegation, and the Archivist of the United States.
