Requests the Department of Health to establish a Therapeutic Psilocybin Working Group to examine federal, state, and county laws regarding therapeutic psilocybin use and research on its efficacy for treating mental health conditions including post-traumatic stress disorder, depression, anxiety, and end-of-life psychological distress.

Working Group membership includes the Director of Health (as chairperson), Attorney General, Dean of the John A. Burns School of Medicine, relevant Senate and House committee chairs, Hawaii State Council on Mental Health chairperson, and invited licensed physicians, advanced practice registered nurses, and psychiatrists.

Working Group directed to develop a long-term strategic plan ensuring safe availability and accessibility of affordable therapeutic psilocybin or psilocybin-based products for adults 21 years of age or older.

Working Group must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.

Working Group dissolves on June 30, 2025.
