Urges all Hawaii counties to implement and enforce regulations on car sharing services (such as Turo) to prevent negative impacts on residential neighborhoods including traffic, parking, and neighborhood character.

Identifies concerns that car sharing operators conduct business from residential properties without appropriate licensing and may violate residential parking space limits by parking excess vehicles in neighborhoods.

Notes that car sharing operators often conduct business from their residences and may require home occupation licenses, similar to how taxi operators must register with county mass transit agencies and obtain planning office approval.

Requires that any county regulations enacted protect the social, economic, and environmental needs of Hawaii residents.

Directs certified copies of the resolution to be sent to the mayor, county council chair, and planning director of each county.
