Requests the Department of Health to establish an Early Lung Cancer Screening Working Group to continue work of the task force created under Act 162 (2022), which was delayed due to leadership changes in state and county departments.

Specifies working group membership to include representatives from the Governor's office, Legislature, Department of Health, Department of Human Services, University of Hawaii medical school and cancer center, and each county, with members selecting a chairperson.

Authorizes the chairperson to invite additional members from federal veterans affairs, health insurers, healthcare systems, American Lung Association, cancer patient organizations, and primary care associations.

Requires the working group to review lung cancer screening research, conduct new studies as needed, and create a public awareness campaign to inform Hawaii residents about early screening.

Mandates interim report submission at least 20 days before the 2024 legislative session and a final report by July 31, 2024, including cost analysis, qualified screening facilities, risk identification protocols, insurance coverage information, cultural barriers, and a five-year action plan; working group dissolves July 31, 2024.
