Requests each county to develop a comprehensive integrated wastewater management plan and financial strategy to upgrade, convert, or connect approximately 83,000 cesspools statewide by January 1, 2050, as required under Act 125 (2017).

Plans must identify locations for connections to centralized public and private treatment systems, individualized treatment systems, and smaller-scale cluster treatment systems across each county's jurisdiction.

Plans must assess infrastructure capacity and individual treatment system needs for homes with cesspools, and determine financial needs, funding mechanisms, and financing strategies to support conversions.

Conversion costs are estimated between $880,000,000 and $5,300,000,000, with only three percent of residents unburdened by costs, particularly affecting rural areas on neighbor islands lacking existing county infrastructure.

Each county must submit its comprehensive plan and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
