Urges the Department of Transportation Services of the City and County of Honolulu to conduct a feasibility study on widening the portion of University Avenue between Maile Way and Oahu Avenue in Manoa Valley.

Identifies traffic safety concerns in Manoa Valley, which has limited ingress and egress through only two roads (Manoa Road and University Avenue) and serves 46,865 residents, a non-resident workforce of 25,230, and numerous institutions including the University of Hawaii at Manoa.

Notes that Manoa Valley is Oahu's second most frequented destination due to three heavily used hiking trails (Manoa Falls, Puu Pia, and Kolowalu) and hosts Oahu's second most used city park with frequent sports events and community programs.

Requires the Department of Transportation Services to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2024 regular session.

Directs transmission of a certified copy of the resolution to the Director of the Department of Transportation Services of the City and County of Honolulu.
