Authorizes the Speaker to expend funds appropriated for legislative and other expenses of the Thirty-second Legislature during the interim between 2023 and 2024 regular sessions.

Empowers the Speaker to contract, hire, or employ personnel and designate additional employment for House employees and officers to meet after-session work demands, and approve employment of individuals prior to the 2024 regular session.

Grants the Speaker authority to establish and approve standing, interim, select, investigative, and special committees, including authorizing meetings, determining committee membership and functions, issuing subpoenas, and authorizing committee-related expenditures.

Requires all interim committees to submit periodic reports to the Speaker and a full report to the Legislature within ten days after the convening of the 2024 regular session.

Authorizes the Speaker to approve the House Journal as of the 60th session day, with all powers extending through January 17, 2024 for completing the work of the 2023 regular session.
