Requests the State Auditor conduct a performance audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation and its management of state small boat harbors, mooring facilities, and ocean recreation programs.

Directs the audit to examine whether the Division uses government resources in compliance with statutes, rules, and policies; achieves its objectives; and operates effectively, efficiently, economically, ethically, and equitably.

Cites ongoing community concerns about the Division including poor communication with the boating community, inconsistent enforcement of administrative rules, widespread complaints about management, and employee misconduct and ethics violations.

References a previous 2001 audit (Report No. 01-09) that found mismanagement of state boating facilities was a recurring problem and recommended the Division develop strategic plans to address boating program issues.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.
