Requests the City and County of Honolulu to move forward with a Pearl Harbor Historic Trail pilot demonstration project in partnership with the United States Navy and state agencies.

Proposes an 18.6-mile multi-use path running from Halawa Landing to Nanakuli along the old Oahu Railway and Land Company right-of-way, linking neighborhoods, historic sites, recreational areas, and nature.

Directs the City and County of Honolulu to incorporate elements from the Pearl Harbor Historic Trail Master Plan (published May 2001) into the pilot demonstration project.

Addresses current problems including use of the path by squatters, dumping of stolen vehicles and junk, and need for safe bicycle and pedestrian paths, historic preservation, and economic revitalization.

Requires certified copies of the resolution be transmitted to the U.S. Navy Region Hawaii Commander, Hawaii State Department of Transportation, Board of Land and Natural Resources, and City and County of Honolulu officials.
