Requests the Legislative Reference Bureau to conduct a study on strengthening labor protections for gig workers in Hawaii.

Directs the study to consider provisions from California's Assembly Bill No. 5 (2019), which uses an "ABC" test to prevent worker misclassification as independent contractors.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2024 Regular Session convenes.

Addresses concerns that gig workers are misclassified to avoid employer payments for Social Security, Medicare, unemployment taxes, and workers' compensation insurance.

Requires certified copies to be transmitted to the Governor, Lieutenant Governor, Director of Labor and Industrial Relations, and Director of the Legislative Reference Bureau.
