• Urges Congress to call a constitutional convention under Article V limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

• Establishes that Congress has only a ministerial duty to call the convention upon receipt of applications from two-thirds of state legislatures for substantially the same purpose, and cannot set convention rules, determine delegate numbers, or name delegates.

• Specifies the convention shall operate on a one-state, one-vote basis and limits consideration to the three specified topics, with explicit prohibition against any amendments modifying the Bill of Rights.

• Recommends that Congress select ratification of proposed amendments by state legislatures rather than special state conventions, and allows Hawaii to provide further instructions to or recall its delegates.

• Constitutes a continuing application until two-thirds of state legislatures submit applications on the same subject, and requires certified copies to be transmitted to Congress and all other state legislatures.
