Urges the United States to support Taiwan's participation in the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization.

Calls on the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization to grant Taiwan observer status or other appropriate membership status.

Notes Taiwan has a GDP of $828.6 billion (21st largest economy) and population of approximately 23.5 million, with existing membership in 40 intergovernmental organizations and observer status in 25 others.

Establishes that Hawaii and Taiwan maintain a sister-state relationship since 1993 and multiple sister-city and sister-county relationships between Hawaiian counties and Taiwan.

Requires certified copies of the resolution be transmitted to the President of the United States, President of Taiwan, and leadership of each of the four specified international organizations.
