Forms a Cultural Artifact Return Working Group co-chaired by the Chairperson of the Board of Trustees of the Office of Hawaiian Affairs and the Administrator of the State Historic Preservation Division.

Working group to invite museum representatives, cultural and historical experts, and other appropriate individuals as members.

Working group must create a plan to request return of Hawaii's cultural artifacts from outside the State and arrange return of non-Hawaiian cultural artifacts currently in Hawaii to their rightful owners.

Defines "cultural artifact" as any manmade item containing important information about a people and culture, excluding human remains and funerary objects.

Working group must submit report with plan and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes, and group dissolves after the last day of the 2024 Regular Session.
