Encourages the United States Congress to facilitate a path to citizenship for immigrants from the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands.

Requests that United States Immigration and Customs Enforcement refrain from deporting citizens of the three Compact of Free Association nations.

Acknowledges that the Compacts of Free Association were established as partial compensation for loss of life, health, land, and resources due to U.S. nuclear weapons testing on Marshall Islands atolls from 1946 to 1958.

Notes that Compact citizens currently have the right to live and legally work in the United States without visas and access to social and health services.

Directs transmission of the resolution to the U.S. Senate Majority Leader, House Speaker, Hawaii's congressional delegation, and the Director of U.S. Immigration and Customs Enforcement.
