• Requests the Honolulu City Council to enact an ordinance enabling county departments to partner with Hawaii nonprofit corporations to execute community-initiated development projects.

• Requires county departments to maintain an updated inventory of available lands and properties suitable for development, including agriculture/conservation land with infrastructure, vacant urban properties, underutilized urban real property, churches, harbors, health facilities, housing, parks, schools, and sporting facilities.

• Mandates that nonprofit organizations prepare master plans for each project addressing multiple-use facilities, business placement, phased development, synergies between businesses, and identification of stakeholder benefits.

• Requires master plans to be submitted to neighborhood boards for approval or disapproval, reviewed by a committee including state legislators and council members, and approved by the Honolulu City Council.

• Obligates participating nonprofits to make good faith efforts to secure funding from governmental and private sources, and requires the administering county department to adopt necessary rules under Chapter 91, Hawaii Revised Statutes.
