Request that the Hawaii Judiciary prepare a master development plan for the South Kohala District Court complex in Waimea, including cost estimates for planning, design, and construction.

Require the Judiciary to submit a capital improvement project request to the Legislature no later than 20 days before the 2024 Regular Session convening.

Address critical facility deficiencies including inadequate seating capacity (forcing up to 50 people to wait outside), insufficient restroom facilities (one stall each for male and female restrooms), and lack of separate waiting areas for opposing parties in restraining order cases.

Note that Waimea's population has nearly doubled to approximately 14,000 residents over 20 years and serves as a one-hour drive from both Hilo and Kona, yet cannot currently process family court documents at the district court location.

Transmit certified copies of the resolution to the Chief Justice and Administrator Director of the Courts.
