Urges the Environmental Health Administration of the Department of Health to conduct a feasibility study on implementing a Cigarette Litter Prevention Program in Hawaii.

Requires the Environmental Health Administration to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convening.

Identifies four proven strategies for reducing cigarette butt litter: reviewing and enforcing local litter laws, conducting awareness and marketing campaigns, placing ash receptacles at transition points to non-smoking areas, and distributing portable ashtrays to smokers.

Notes that cigarette butts are the most littered item in the United States, accounting for 9.7 billion butts on any given day, and that communities implementing this program consistently reduce cigarette litter by half within four to six months.

Directs that certified copies of the resolution be transmitted to the Director of Health and Deputy Director for Environmental Health Administration.
