Allows licensed physician assistants and advanced practice registered nurses to provide medication or aspiration abortion care in the first trimester of pregnancy, and removes requirements that abortions be performed only at hospitals or certain licensed facilities.

Prohibits covered entities from disclosing patient information relating to reproductive health care services without explicit written consent, and prohibits issuance of subpoenas in connection with out-of-state investigations or proceedings involving lawful reproductive health care services.

Prohibits state agencies from providing information or resources to assist out-of-state or interstate investigations seeking to impose civil or criminal liability for provision or receipt of reproductive health care services legal in Hawaii.

Requires the governor to deny extradition demands for individuals charged with crimes in other states involving provision or receipt of reproductive health care services, unless such conduct would also be criminal in Hawaii.

Declares that laws of other states authorizing civil or criminal actions based on receiving, providing, or assisting with reproductive health care services contrary to Hawaii public policy, and prohibits their enforcement in Hawaii courts; clarifies that professional licensing discipline cannot be imposed based solely on provision of lawful reproductive health care services.
