Establishes minimum qualifications for Early Learning Board members nominated by the governor, including demonstrating integrity and ethical standards, commitment to board service, understanding of early learning governance, and understanding of strategic vision development.

Sets ideal qualifications for board nominees including substantial leadership experience, deep interest in early childhood development, and expertise in education, health, human services, business, workforce development, family engagement, or brain development.

Restructures board composition from sector-specific representatives to seven voting members: one each from Hawaii, Maui, Kauai, and Honolulu counties; one Hawaiian medium early learning provider representative; one pediatrician with child development focus; and three at-large members.

Changes Kamehameha Schools CEO and Hawaii Association of Independent Schools executive director from voting to ex officio, non-voting members.

Requires the Early Learning Board to establish an Early Learning Stakeholder Advisory Council that meets at least four times annually, with council members able to serve on board subcommittees.
