S.B. 1024 Summary

• Establishes state goals to reduce greenhouse gas emissions and achieve zero emissions across all transportation modes including ground transportation, interisland transportation, and transpacific transportation.

• Creates a clean ground transportation working group within the Department of Transportation to develop metrics, benchmarks, plans, and recommendations for achieving zero-emissions ground transportation goals.

• Establishes an interisland and transpacific clean transportation working group to develop plans for zero-emissions interisland travel and interim solutions for long-haul transpacific transportation, and identify 25 potential transportation hubs and 15 sites for innovative zero-emissions technology deployment.

• Requires the Department of Transportation, Office of Planning and Sustainable Development, and Hawaii State Energy Office to develop plans ensuring electric charging capacity exceeds the rate of electric vehicle sales growth and maintain electric vehicle access to high-occupancy vehicle lanes until electric vehicles constitute at least 40 percent of new vehicle sales.

• Both working groups must submit annual reports to the Hawaii Climate Change Mitigation and Adaptation Commission and legislative reports no later than 20 days before each regular session; effective July 1, 2050.
