HI SB1027

Establishes the Combat Sports Commission of Hawaii within the Department of Commerce and Consumer Affairs, consisting of five governor-appointed members with at least one having combat sports contestant experience.

Defines and regulates combat sports contests (unarmed combat using techniques from multiple martial arts disciplines) and prohibits "no rules combat or similar contests" with few restrictions that place contestants at unreasonable risk of injury or death.

Requires combat sports promoters to obtain licenses, maintain medical insurance, post bonds, submit contracts for approval, provide security, and comply with safety standards including mandatory physician examinations and medical suspensions for knockouts or severe head trauma.

Imposes licensing requirements and fees on combat sports contestants, referees, judges, managers, physicians, and timekeepers; establishes drug testing protocols with automatic 12-month license suspension for failed tests.

Appropriates general revenue funds for full-time equivalent positions in the Department of Commerce and Consumer Affairs for the commission, with the bill taking effect July 1, 2050.
