Requires any lease of Ala Wai boat harbor lands to maintain at least 300 public parking stalls at no cost for recreational ocean access and traditional and customary Native Hawaiian rights.

Applies to fast lands and submerged lands described in the division of boating and ocean recreation's November 25, 2008 request for qualifications, plus two specific parcels of tax map key (1) 2-3-37-12 currently used for harbor offices and permitted vehicular parking.

Addresses legislature's finding that free public parking access is essential to prevent adverse restriction of Hawaii's natural resources and to protect surfer safety by preventing use of alternative parking areas that would require dangerous crossings of the active boat harbor entrance.

Takes effect on July 1, 2050.
