Establishes the Hawaii Educational Expenditure Trust Fund as a separate fund within the Department of Education to receive state funds, private contributions, and investment income for educational purposes.

Authorizes the Department of Education superintendent to determine which moneys are deposited into the trust fund and to have sole responsibility for its administration and expenditure.

Allows the trust fund to receive contributions and grants from corporations, businesses, foundations, government entities, and individuals, with the State authorized to allocate moneys through legislative appropriation.

Directs the superintendent to invest the trust fund's principal and undispended income and capital gains in the State's investment pool to maximize returns while preserving principal.

Permits the superintendent to expend trust fund moneys for department operations, student education, educational programs, public school facilities, awareness raising, and other public education benefits.
