Establishes a rent-with-option-to-purchase pilot program under the Department of Hawaiian Home Lands on the Leeward coast of Oahu (west of Kapolei) to provide housing to Native Hawaiian beneficiaries who are homeless, threatened with homelessness, or on the department's waiting list.

Authorizes the department to purchase lands, construct individual or shared micro housing units, and establish terms for ownership transfer to lessees upon exercising purchase options.

Program may provide secure dwelling spaces (private or communal), medical and social support services, and transportation to appointments for medical care or supportive services not available onsite.

Authorizes the department to cooperate with state agencies and private nonprofit organizations for development and operation, including allowances for off-the-grid technologies for water, electricity, and sewage systems.

Appropriates an unspecified amount from general revenues for fiscal years 2023-2024 and 2024-2025, with restrictions against using funds from the $600 million Act 279 appropriation; effective date July 1, 2050.
