Appropriates funds to hire complex-based behavioral health specialists for Hawaii's rural public schools for fiscal years 2023-2024 and 2024-2025.

Addresses disproportionately high suicide rates among Native Hawaiians, Pacific Islanders, people of color, and youth, with up to 20 percent of high school-aged children in Hawaii experiencing suicidal ideation between 2005 and 2013.

Recognizes that suicide is the leading cause of death for people aged 15-24 and the fourth leading cause of death for children aged 10-14 in Hawaii.

Funds shall be expended by the Department of Education to address short-staffed school counseling offices that lack specialized mental health expertise and training.

Takes effect on July 1, 2050.
