S.B. 1045 Summary

• Establishes a career and technical education working group within the Department of Education to strengthen career and technical education programs in Hawaii's public schools.

• Working group shall evaluate current programs, recommend expanding CTE to allow students to earn up to 12 credits toward graduation requirements, and examine internship and apprenticeship opportunities leading to professional certification or licensure.

• Working group shall assess teacher workforce needs, analyze methods to strengthen the CTE teaching workforce including sabbaticals and co-teaching with industry professionals, and evaluate classroom capacity at secondary schools.

• Working group shall analyze high-performing career and technical education programs in Massachusetts and other states to identify opportunities for incorporating best practices into Hawaii's programming.

• Appropriates $25,000 from general revenues for fiscal year 2023-2024 to support the working group, with a report due to the legislature no later than 20 days before the 2024 regular session; effective July 1, 2023.
