HI SB1064

Establishes a dam and appurtenance improvement or removal grant program administered by the Department of Land and Natural Resources to provide funding to private dam owners for plans, design, construction, and equipment to improve or remove deficient dams and appurtenances.

Requires grant applicants to own high hazard or significant hazard dams regulated under Chapter 179D, Hawaii Revised Statutes, with priority given to dams rated in poor or unsatisfactory condition.

Specifies that grant awards must be approved by the Board of Land and Natural Resources and applicants must comply with non-discrimination laws, establish sufficient completion funding, maintain compliance records, and meet other departmental requirements.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 for the grant program and establishes two permanent full-time equivalent positions in the Department of Land and Natural Resources (one planner and one accountant).

Takes effect July 1, 2050.
