Amends Hawaii State Planning Act (Section 226-11) to add promotion of statewide beach assessments and beach and shoreline restoration and conservation as a state policy objective.

Adds Native Hawaiian traditional practices mauka and makai to the list of activities and facilities that should maintain compatible relationships with natural resources.

Appropriates unspecified funds to the Office of Planning and Sustainable Development for fiscal years 2023-2024 and 2024-2025 to develop a statewide beach assessment study and shoreline restoration and conservation plan.

Requires the Office of Planning and Sustainable Development to submit the beach assessment study and restoration plan to the legislature no later than twenty days before the 2025 regular legislative session.

Takes effect July 1, 2050.
